Title : Systemic integration of territorial development management processes to neutralize the consequences of climate change
Abstract:
The theory of integration of territorial development management processes in the interests of neutralizing the consequences of climate change is as follows. On the one hand, a model of the region's activity under climate change conditions has been developed. On the other hand, a well-known climate model has been applied. On the basis of the two models, the conditions of the analytical connection between them have been obtained. The decision-maker acts on the basis of three categories. This is System, model and purpose. Therefore, it is necessary to solve two problems. Achieving the goal of management is possible only on the basis of a properly constructed system (PCS) and adequate model. The criterion of PCS is the use of LCIO for its synthesis. Therefore all the construction of PCS is realized on the basis of LCIO which confirms the appropriateness of considering LCIO as a condition for the existence of management process. The model of regional activity is based on the systemic integration of the process of social activity, economic activity and energy activity. The climate model is a zero-dimensional energy balance climate model (Karper H., Engler H. (2013) Mathematics and climate // SIAM. Philadelphia. 2013.). From the developed model of regional management we obtain a dimensionless relative characteristic of the energy process of the region. From the zero-dimensional energy balance model we obtain the dependence of the Earth's surface temperature on the energy flows of incoming short-wave solar radiation and outgoing long-wave terrestrial radiation at the upper boundary of the atmosphere. With these models, we can identify the impacts of human activities in managing a region on climate change.
